introduction

IVASS-compliant digital CAI, directly on WhatsApp

CAI Digital is the Generative AI conversational agent that digitizes and automates the Accident Statement Form (CAI – art. 143 of the Italian Private Insurance Code). Through a channel policyholders already use every day, it guides people step by step through a process that can often be stressful and unfamiliar: it collects data, captures photos and location, checks consistency and completeness, manages identity verification and the advanced electronic signature (FEA) of both drivers, generates the compliant copy, and submits everything to the insurance company and ANIA (Italian National Association of Insurance Companies). No human intervention is required throughout the process, with full compliance with IVASS Regulation No. 56/2025.

What We Do

Conversational guidance

The policyholder contacts the insurance company via WhatsApp, where a Generative AI agent guides them through every stage of the CAI process: accident details, vehicles and drivers, location, damage photos, and third-party information. OCR automatically reads license plates and documents, while consistency checks immediately flag missing or conflicting information. The conversation dynamically adapts to the user’s responses. Native multilingual support in Italian and German makes the service suitable for bilingual provinces as well. No app to install, no forms to learn.

What We Do

Identity and digital signature

Both drivers are identified via SPID, CIE, or document recognition with face matching, and sign the CAI using an Advanced Electronic Signature (FEA), even from two different smartphones. The agent independently guides the other party through the co-signing process. If the second signature is not provided within the required timeframe, the process handles the “single-signature CAI” option provided for by the regulation. The final document is a certified true copy on a durable medium (certified PDF/A), delivered to both parties.

What We Do

Integration with the insurance company and ANIA

CAI Digital is not an isolated channel: it connects via REST APIs to the claims management system, document repository, and the insurance company’s core systems, and submits the accident statement to the ANIA platform with tracked delivery. It enriches data in real time through InfoTarga (policy and vehicle data), Egon (address normalization), and Google Maps (geolocation and accident dynamics). A web console allows operators to review chats, claims, and technical logs.

Compliance and security

The solution was designed around IVASS Regulation No. 56/2025 and complies with it article by article, supported by a structured compliance matrix (Articles 11–15 and 18): at least an Advanced Electronic Signature (FEA) with signatory identification, a certified true copy, and no commercial content within the process. Data is encrypted both in transit and at rest (TLS 1.2+, AES-256), with a complete and immutable audit trail, a dedicated Azure tenant for the insurance company, and compliance with GDPR, eIDAS, and DORA requirements. Development follows OWASP guidelines.

Technology Stack

A secure, reusable cloud-native architecture

CAI Digital is delivered as a SaaS solution on a dedicated Azure tenant for the insurance company, with high availability and automatic scalability. The WhatsApp Business API channel (Meta Business Platform) connects with artea.com’s Agent AI Platform, built on the Organic ESB pattern: API Gateway, Service Bus, Private OpenAI, Cognitive Search, and image, audio, and document understanding services. From there, data flows to the insurance company’s systems and to ANIA. The same engine is also available as a web app for policyholders who do not use WhatsApp and can be reused for FNOL and other claims management processes.

Results

Regulatory compliance in three months, with a better experience for policyholders and claims handlers

With CAI Digital, a listed insurance company met the April 2026 IVASS deadline in just three months of project work, with a three-person team. The service is available 24/7, allowing policyholders to complete the accident report immediately after the incident, with fewer errors and omissions thanks to step-by-step guidance and automated checks. Every interaction is tracked, and each CAI reaches the claims management system already complete and signed, reducing requests for additional information and shortening claim opening times. The same architecture can be extended to FNOL and other insurance lines, protecting the investment over time.

WhatsApp is used by more than 41 million people in Italy and does not require users to install an app or remember login credentials. In the stressful moments following an accident, it is one of the most immediate and accessible channels. For policyholders who do not use WhatsApp, the same conversational engine is available as a web app or can be integrated into the insurance company’s own app.

Each driver is identified via SPID, CIE, or document recognition with face matching, and signs using an Advanced Electronic Signature directly from their own smartphone. The agent also guides the other party through the process, even if they are not a customer of the insurance company. If the second signature is not provided within the required timeframe, the process handles the single-signature CAI in accordance with the applicable regulations.

Through REST APIs connecting to the claims management system, document repository, and core systems. The completed and signed CAI is then submitted to the ANIA platform with tracked delivery. Data enrichment services such as InfoTarga, Egon, and Google Maps are already integrated, with optional fraud prevention and automated damage assessment solutions available on request.
